
Project NOW provides a variety of services that help people with basic needs throughout Rock Island, Henry and Mercer counties. The Community Services Division provides application assistance, support, information and referral to the residents of these counties. Funded primarily by the Illinois Department of Commerce and Economic Opportunity, the Illinois Department of Human Services and the Illinois State Board of Education, clients are helped to manage their needs:
Basic Needs Assistance:
Project NOW offers a variety of programs designed to aid in personal and community economic development. These programs were developed with the assistance of Community Services Block Grant (CSBG) funds and are designed to help provide eligible clients with opportunities to increase their earning potential.
Project NOW has a long history of providing help to people who are struggling to meet very basic needs, including:

- Food and Nutrition Programs
- Health Care Assistance and Referrals
- Transportation Vouchers and Referrals
- Clothing Vouchers for Good Things NOW Clothing Stores
- Household Budgeting and Financial Literacy

CSBG Self-Employment Program

- 10 Week Program of Personalized Classroom Sessions
- Training Program to Start a Small Business
- Self-Assessment and Financial Planning Assistance
- Development of a Business Plan
- Finding Sources of Funding
- Tax and Insurance Information
CSBG Loan Program
- Fixed Rate 5% Financing
- 2 to 10 Year Terms
- Funds for Equipment, Furnishings, Inventory or Working Capital
- Requires Creation of One Job Per $20,000 Loaned
